Preheat oven to 400°F. Scrub potatoes, pierce with a fork, rub with olive oil and salt.
Bake potatoes directly on oven rack for 50–60 minutes until tender.
Meanwhile, brown ground beef in a skillet over medium heat; drain fat.
Sauté onion, garlic, and diced peppers in the same skillet until soft.
Combine beef with vegetables; season with salt, pepper, and paprika.
Slice baked potatoes in half and scoop out most of the flesh, leaving sturdy shells.
Fill shells with the beef mixture and place on a baking sheet.
Pour heavy cream over the filling and top with mozzarella and cheddar.
Bake 12–15 minutes until cheese is melted and golden. Serve over rice.
Store leftovers in an airtight container in the fridge up to 3 days.
Reheat in a 350°F oven to keep cheese melted and skins crisp.
